Parking Rules, Regulations and Procedures

Effective July 3, 2023

The purpose of these rules and regulations is to reduce traffic congestion and provide for orderly parking on the campus. Adequate traffic and parking control must be implemented for the safety and welfare of the campus community.

Parking at the Leeward Community College campus is managed by Administrative Services, Campus Security. These parking rules and regulations are based on the following administrative rules and policies:

Parking Areas

Leeward CC maintains seven parking lots with unreserved marked stalls and four parking lots with restricted use only stalls.

Parking Lots with Marked Stalls

Lot 1A located Diamond Head of DH-B and mauka of CE portables:

  • 187 Unreserved stalls
  • 8 Visitor stalls
  • 8 ADA stalls

Lot 1B located makai of CE portables:

  • 191 Unreserved stalls
  • 6 ADA stalls

Lot 2 located mauka of Education building:

Apply for a Parking Permit

All students and employees are required to have a valid parking permit issued at no cost by Leeward CC to park at Leeward CCʻs Puʻuloa campus.

Upon receipt of a confirmation email indicating your application for a parking permit has been approved, information will include pick up procedures.

Parking Permit Distribution (Fall 2024)

If you have not yet obtained your parking permit, here are the hours for pickup in front of the Uluwehi Café dining room, CC building first floor:

  • Wednesday, August 21: 12:30pm – 3:00pm
  • Thursday, August 22: 9:00am – 12:00pm (noon)
  • Monday, August 26: 9:00am – 12:00pm (noon)
  • Tuesday, August 27: 9:00am – 12:00pm (noon)

Starting Wednesday, August 28, employees and students may pick up their parking permit from the Cashier’s Office (AD building first floor), Monday – Friday, 8:00am – 3:30pm (closed on State Holidays), upon receipt of the pickup confirmation email.

Students and employees must:

  • Have a valid Leeward CC student ID or verification of Student Employment via HR.
  • Possess a valid driver’s license.
  • Possess valid insurance for the motor vehicle being parked on campus. The length of the insurance coverage for the motor vehicle must, at minimum, remain valid throughout the entire validity period of the parking permit being applied for.
  • Complete a parking permit application (online or available at the Cashier’s Office).
  • Not transfer the parking permit to another individual. Only one parking permit per academic year shall be issued to each applicant.

Employees must:

  • Be currently employed by the University.
  • Possess a valid driver’s license.
  • Possess valid insurance for the motor vehicle being parked on campus. The length of the insurance coverage for the motor vehicle must, at minimum, remain valid throughout the entire validity period of the parking permit being applied for.
  • Complete a parking permit application (online or available at the Cashier’s Office).
  • Not transfer the parking permit to another individual. Only one parking permit per academic year shall be issued to each applicant.

In the event that the parking permit is inadvertently left in another vehicle a temporary parking permit shall be requested via the Campus Security Office, LA 238. Replacement parking permits must be applied for at the Cashier’s Office and a replacement fee may be assessed. Non-credit parking permits will be issued by the Office of Workforce Development (OWD).

 

Visitor Parking

Visitors Only Parking in Lots 1A and 3 (view map). Entrance to the Visitor Parking Lot (1A) is through Gate #1 off of Ala ‘Ike. Entrance to the Visitor Parking Lot (Lot 3) is through Gate #3 off of Ala ‘Ike. Visitors shall only park in the marked visitor stalls adjacent to the Diamond Head side of CE building for Lot 1A or mauka from the city bus stop in Lot 3. Parking is limited to 3 hours. If the visit is anticipated to be longer than 3 hours, an extension must be authorized by Campus Security, LA 238. Students, faculty, and staff are not permitted to park in the Visitor’s Parking area. Vehicles parked in violation of this provision are subject to citation.

Units coordinating meetings on the Leeward CC campus shall request visitor parking passes for meeting attendees via the Enterprise Operations Office, by calling (808) 455-0558 or x558 from a campus phone.

Definitions, and Delegation of Authority

  • “Board” refers to the University of Hawaiʻi Board of Regents.
  • “Campus” refers to all lands controlled by the University of Hawaiʻi and under the jurisdiction of the College.
  • “Chancellor” refers to the Chancellor of Leeward Community College and shall include the chancellor’s authorized designee.
  • “College” refers to Leeward Community College (Leeward CC).
  • “Contractors” shall include any person actively delivering goods and/or performing services under contract or under a business relationship with the College.
  • “Employees” refers to and shall include the faculty, staff and administration employed by the University of Hawaiʻi and performing work related duties at Leeward Community College.
  • “Motor Vehicle” shall include but not limited to automobiles, trucks, and motorcycles.
  • “Student” refers to any full-time or part-time University of Hawaiʻi credit or non-credit student enrolled and/or attending courses at any of Leeward CC’s campuses.
  • “Student Employees” refers to any full-time or part-time University of Hawaiʻi student being employed at Leeward Community College that is contingent on their enrollment.
  • “University” refers to the University of Hawaiʻi.
  • “Visitor” shall include any person who is not a student or employee as defined above who is actively conducting official business at the College.

The University of Hawaiʻi President is delegated the authority to promulgate practices and procedures governing parking and operation of motor vehicles on University campuses. In consideration of the uniqueness of each campus, the President delegates authority to Chancellors to promulgate practices and procedures to govern parking and operation of motor vehicles on the Chancellor’s respective campus in the context of Title 20, Chapter 12, Parking and Operations of Motor Vehicles, Hawaiʻi Administrative Rules. Chancellor’s Authority and Priorities

The Chancellor shall have authority to:

  1. Provide ample reserved stalls for motor vehicles owned or operated by the University;
  2. Provide loading zone areas;
  3. Provide ample reserved stalls for ADA parking;
  4. Establish priorities in issuing parking permits to employees and students;
  5. Issue special parking permits to certain University employees whenever the performance of their position depends on it;
  6. Install temporary and/or permanent traffic control signs, signals, and traffic control devices, and
  7. Execute appropriate actions as necessary or desirable to control traffic and/or parking.
  8. Modify this document as necessary to ensure the overall safety of the campus community relating to parking and traffic control.
